Summary

GlobalBlocking allows stewards to optionally mirror a given global block to the central wiki (Meta on WMF Production) by checking a box that says "Also block the given IP address locally on this wiki" on Special:GlobalBlock.

However these mirrored blocks always come with "email disabled"by default, so users can't use our Special:Contact/stewards form and reach out for help.

Since blocking email access is not always required, I think it'd be better if we could have a new checkbox, unchecked by default, to let the blocking steward decide whether that local block should bear the email ban or not.
