Description

Scenario: Country X starts daylight saving from October 1. It is now August 1, and an organizer from country X creates an event for 12pm on October 31.

We need to handle the above scenario so that the event datetime displayed is always correct for the viewer, regardless of where or when.

I think the existing subtasks already cover the higher-level features. I guess there might be more specific pieces of work not covered here, like:

Ensure that the update script is run periodically in WM production and beta
Inform users about DST changes and how they are handled (see T314871#8200833)
