can't add a third language label when creating a function

Description

Steps to replicate the issue (include links if applicable):

  • Create a new function
  • Select "Add labels in another language" and a new label block appears
  • Select "Add labels in another language" a second time

What happens?:
The button click does nothing

What should have happened instead?:
A third label block should have appears

Software version (skip for WMF-hosted wikis like Wikipedia):

Checked - third (and more) Language fields can be added when a function gets created - e.g. https://wikifunctions.beta.wmflabs.org/wiki/Z10147?view=function-viewer

Clicking "Edit source" on a function in Function namespace produces Tester API call was nothing: internal_api_error_Error - filed as T316846.
