Investigate: Getting and linking to an RIR for an IP

Description

There's been an ask: "Can we find the RIR link for an IP based on the country information?"

I am presuming, and @Prtksxna can clarify, that we be able to link to the RIR of an IP whenever it's looked up. I don't have any information on where this link would be so we might need some design mocks if we want to move forward with this.

AC:

Please confirm that given an IPv4 or IPv6 IP and/or country, an RIR can be associated to it. Bonus points for how we would do that via IPInfo.

A regional Internet registry (RIR) is an organization that manages the allocation and registration of Internet number resources within a region of the world. Internet number resources include IP addresses and autonomous system (AS) numbers.

The IPv4 space is exhausted and therefore assignments are fixed. We might just hardcode it from this reference: https://www.iana.org/assignments/ipv4-address-space/ipv4-address-space.xml but I didn't look into it any farther.

I didn't quickly find any answers on IPv6. Good luck!
