Description

While verifying T311121 (new limit for wikis per user) I noticed that the create new wiki button is still active if the limit is reached. It's actually not possible to create another wiki so should disable the button.

ACs:

create new wiki button in the UI dashboard gets disabled if the user reaches the maximum number of wikis
