There's a new version of harbor that we can upgrade to, 2.5:

This includes making any changes needed to the puppet configuration (if any)

It might require enabling prostgres >=13.3.0 (see https://goharbor.io/docs/2.5.0/install-config/)

I think 13.3.0 is the version you get when you deploy Harbor 2.5 with docker-compose, and not necessarily a prerequisite. If you deploy Harbor with K8s, the requirement as per the docs is PostgreSQL 9.6+
