Right now we have two groups of users on our cluster: one of which is "all of SWE" who can read our santised product metrics. The other is "terraformers" who effectively have root of both staging and production.
If we were to use IAM to manage a group this would save the duplication of managing this list twice (once for production and once for staging) however given currently this list is well under 10 people we probably don't really need the overhead.
