Make it easier to toggle auto-reload on and off

Description

Realtime Preview already takes into account browsers' prefers-reduced-motion setting, and enters manual mode when it's reduce (that was done in T314787).

It would be good to be able to turn off automatic reload manually though, so that the preview pane isn't constantly reloading (either to reduce annoyance, or while someone is doing a bunch of editing that they're not ready to preview).

The UI design for this is the main unknown.

Yes I think this would be very useful. Especially if I'm editing e.g. templates, when auto-preview try to parse "broken" version of the template.

@Samwilson it seems we haven't had much traction on this ticket for over 1 year. Is it worth prioritizing, or OK to move to our freezer for now?

I'm tempted to say that we already have a toggle for the preview pane: the preview button in the toolbar. Any other UI is, I assume, going to be the same sort of thing (a checkbox or button somewhere to toggle auto-reload on and off). Closing the preview pane stops it auto-reloading, but of course also means the preview isn't visible, so it's not 100% what this was asking for. That said, the original request was actually more about DiscussionTools so I think we can probably close this as declined. Does that sound okay?
