The appsec phab bot is being created to automate the maintenance of the security phabricator board. It is intended to be a command line tool that can be run locally on an team members machines provided they have the correct API key.

Hi, if "create" means to register an account in Wikimedia Phabricator (not sure!), then this task needs to be filed under Phabricator-Bot-Requests so it will be seen
@Aklapper our team already has a bot account so I was going to use that. We have several bots already.
