Well, it's quite unclear from the task description which message we should incapsulate. Either way, right now almost every message is: the ones for warning, disallow and block, the one for throttled action and we're currently discussing to add a warning for disabled actions (T188181), which however currently don't even give a message and thus can't be the subject of this task.
