build Adyen API into Civi Forget Me button

Description

The new DPA for Adyen is active, so it would be great to have Civi send these API calls to Adyen when Forget Me is pushed. Context is here {T311741}.

We have a backlog of about 60 Adyen donors for whom we have already used Forget Me, so hopefully the API call does not rely on their email address in the CID. Once this is built, we would ideally re-forget them to send this backlog of requests to Adyen.

This Task will be a big step in streamlining a clunky workflow for the Donor Relations team.

The API only relies on the Adyen-side transaction id (PSP Reference, in Adyen lingo). That should still be intact on all the records that have been GDPR-ed so far, so it should work just fine to run it again.

Adding to current sprint as the implementation is already in progress.
