Even if it was possible to deploy this (i.e. if the Foundation didn't have a privacy policy like the one it has), then there is still quite a ways to go to get this deployed. See http://www.mediawiki.org/wiki/Writing_an_extension_for_deployment for what needs to happen before this can be deployed.
