Deloitte impact day 2022 stream on setting up a Whistle blower policy

WMSE have not yet started drafting a whistleblower policy other than having had an early look at that put together by our sister organisation in the UK (link).

Wikimedia Sverige is not yet legally required to have a whistleblower policy, but we feel that having one would nevertheless be in line with out values and aims around transparency. It would also be useful to have one in place for when we go over the threshold to either be legally required to have one, or to be required to have one by Giva Sverige, who monitors Swedish Non-profits. In terms of law the policy would need to conform to Swedish legislation as well as any additional requirements put forwards by Giva Sverige (link). In addition to an early draft it would also be great with some examples of other civil society organisations in Sweden which have developed Whistle Blower policies and if there are any best-in-class examples which you could recommend.

At the moment we are doing this for ourselves but what would be truly great is if the end result could work as a template for our sister organisations throughout the EU (while still definitely respecting the Swedish law and Giva Sverige aspects).

Once the policy is in place we must also have a mechanism in place to allow whistle blowers to anonymously blow the whistle. It would be useful to us if the stream could also look into some alternatives and structures around this, especially if there are some solutions which more members of the civil society in Sweden are using (since we all share a similar resource constraint). Are there services offering the technical solution for this to either buy or run yourself? If any of them are Open Source that would be of particular interest.

In addition to a policy and a mechanism/system it would be great if we could also take have a first look at a guideline for how to practically handle and process received whistle blower reports.
