Add monolingual language code ota

Description

Please add the language code ota to the list of language codes supported for monolingual text values.

This is the language code for Ottoman Turkish, a dead language widely used by historians. Ottoman Turkish is written in the Arabic script. Its Wikidata item is https://www.wikidata.org/wiki/Q36730

This language code is needed to record historical placenames, which were often written with a different orthography in Ottoman Turkish from how they were written in Arabic (which is currently the only alternative in wikidata).

For example, the wikidata item for Constantinople, the former name for Istanbul (https://www.wikidata.org/wiki/Q16869 ) ought to list the Ottoman Turkish label دار سعادت, which appears millions of times in Ottoman texts. The Arabic version of this term (دار السعادة) will not do, nor will the Ottoman Turkish orthography work if entered as Arabic (it would contain errors).

The same is true of many other placenames and technical terms used by Ottomanists.
