Junos: investigate BGP rib sharding

Description

BGP RIB sharding has been implemented in Junos 19.4. All our routers are now compatible on both software and software levels.

This feature has the potential of speeding up BGP convergence and thus reducing user impact of transit/peering events (either in our control or not).

A quick glance seems like it's an easy to enable feature so a potential easy win.

However we should investigate it more in details first to fully grasp how it works and what are the potential downsides.

As a starting point, Juniper published a 41 pages "day one" document on the topic.
