Copy: Language for "connecting" an implementation or tester to a ZFunction

Description

We use different language in different spots for connecting an implementation/tester to a function, and it should be unified.

On the function definition page, it is “available” vs “proposed” (and is either “approved” or “deactivated” to change the state”
On the implementation/tester page, it is “associated” or “not associated”

After discussion with Sandy:

Let's change all to "Approve" / "Deactivate" or for the state "Approved" / "Deactivated" and on the other side "is approved for this function."
