[buildpack-admission-controller] Rename the toolforge deployment envirnoment to tools

Description

To use the same name as the rest of the components (and also the name of the cloudvps project) we should rename the toolforge deployment envirnoment (under depoly/toolforge) to just tools, and change it wherever it's mentioned too.
