We need to create and deploy infrastructure for On-demand service so that we have a place to deploy it.
Acceptance criteria
On-demand service is being deployed to the dev environment through CI/CD pipeline.
To-Do
- create CI/CD pipeline that will run unit tests, build and deploy docker containers (use cdtools template)
- create infrastructure as code configuration, make sure it's under wikimedia-enterprise/infrastructure/services repository
- deploy do dev environment
