Notes:

The new protocol needs to be added to the list of protocols that are accepted for the URL datatype. Here is an example for how the same change was made before for the mailto protocol: T91069

@Lydia_Pintscher do we want this for Wikidata or for all Wikibases that don’t customize the urlSchemes setting? (I.e. should this be set in Wikibase or in the production config?)
