Update helper links in the edit summary to be more language inclusive on iOS

Description

Feature summary (what you would like to be able to do and where):
When a user clicks the Learn more about edit summaries link, they should be brought to https://meta.wikimedia.org/wiki/Help:Edit_summary.
When a user clicks the info icon for Minor edit they should be brought to https://meta.wikimedia.org/wiki/Help:Minor_edit
When a user clicks the info icon for watch this page they should be brought to https://www.mediawiki.org/wiki/Help:Watching_pages

Use case(s) (list the steps that you performed to discover that problem, and describe the actual underlying problem which you want to solve. Do not describe only a solution):

  • Open Polar Bear article on Arabic Wikipedia
  • Click to edit the article
  • Go through Edit workflow without publishing until you get to the edit summary page
  • The links take you to EN Wiki help pages

Benefits (why should this be implemented?):
Help pages should be agnostic of languages, which means we should send them to MediaWiki or Meta where the content is translated or translatable
