As discussed in T314871#8200833, it might be a good idea to add user-facing help text to the edit/enable registration form that explains how the local time may (or may not) change depending on the chosen time zone.

We would need the copy for this. The text can be used as help message for the "timezone" field, perhaps in a tooltip instead of inline. The text should explain that:
- When using an offset timezone, the time of the event will never change
- When using a geographical timezone, the time of the event might change if a DST switch happens
