Description

Steps to replicate the issue (include links if applicable):

Have "patrol" permission on your wiki
Find an article that is in the new pages feed. Visit it.
Page Curation toolbar should pop up. Click the top button >| to minimize the toolbar
In the mini toolbar, click the top X button to close it
Toolbar should be gone now, and a new link called "Open Page Curation" should appear in the left menu, in the toolbox.
Click "Open Page Curation"
