Description

The Kartographer GUI is currently built on top of OOUI + jQuery, and needs to be rewritten with Vue/Codex.

Reword existing component factoring tasks to clarify that we're targeting Codex.
Rewrite incrementally, a few components at a time.
Migrate full-screen map interface.
Migrate Kartographer VisualEditor integration.

We should consider doing T270188: [EPIC] Client-side vector tile rendering in tandem, since re-integrating with the old library is carrying significant technical debt forward.
