This is vaguely similar to T318600, but happens in safemode.

The section head "Ending Draft Space" is hidden behind the page title. I can see the main pane scroll to the correct place and then the title bar drop down to obscure the heading. Making things worse, the section head isn't visible in the TOC; it's a Level 3 heading, and only the enclosing Level 2 is shown in the TOC. See this screenshot: {F35622790}

Actually, it's even more confusing than I originally thought. The behavior seems to depend on the exact dimensions of the window. If I change the window size slightly, it scrolls to a different place. Here's one where I have no clue where it scrolled to:

. Since you can't see the section heading in either the main pane or the TOC, you have no idea where you are, so you don't know if you need to scroll up or down to get to the right place.
