Language links not clickable at narrow viewport widths on desktop

Description

Steps to replicate the issue:

  1. Open wikipedia.org in desktop browser
  2. Reduce viewport width until the design changes to mobile version
  3. Hover the link “English” with the mouse cursor and try to click it

What happens?:

Nothing.

What should have happened instead?:

The link should be clickable.

when i run npm install .Can u also specify which version of node is best to run wikimedia/portals locally

@Punith.nyk thank you for the contribution, yeah, the phantomjs dependency is pretty bad, it was added to created png fallbacks for the SVG files (7 years ago) and can certainly be removed now, although the SVG output will have to be refactored. There's an epic related to that but no specific task T277404 (I could create one if you're interested).
