@Urbanecm_WMF , just in case, I'll write here, maybe a new ticket is needed. Now mentors are being updated for many people and the user (Oleg3280) who refused the mentor (some month ago) received a notification that he has a new mentor. It seems to me that somewhere perhaps there is no check for "refusal of the mentor".
All done! For reference, P37040 is a script I usually use for the reassignments, in case someone's curious.
Interesting, thanks for reporting! I re-filled this as T321945 -- the scope of this task (reassignment) was done, and it's helpful for me to have a separate ticket, so I don't forget to check what happened here. I'll get back to you in the other task soon!

Just in case, I wanted to know. If I add a new mentor via a json and then delete it via a Special:ManageMentors will it work? :)
Maybe the script is no longer needed? :)
Unfortunately, not now. Due to a bug, the "Remove" button in Special:ManageMentors does not trigger the reassignment as of now.
This is tracked under T321382, and I'm actively working on fixing it. Once the bug is fixed, it should work as expected!
