Currently localdev is set by default in PAWS. There is associated logic where this is the case. This increases the risk that the local setup could be deployed to prod, which would be less than ideal. Switch the logic such that should someone run "helm upgrade..." it should default to deploying a prod setup lacking a -f local.yaml or the like.
