At some point in the future, once we have rolled out most DiscussionTools feature by default for everyone, and once we have given up on rolling out anything that wasn't accepted by the communities, we should remove the beta feature and all of the code that supports it, to simplify future maintenance.

Any features that weren't rolled out should become opt-in preferences (disabled by default, but available for everyone), by using wgDefaultUserOptions.
