In Wikimini.org, Ilario Valdelli tested the creation of a Sitenotice but nothing happened.
Probably something must be changed from the skin to make it working. By the way the skin really deserves some code update.

Editing https://fr.wikimini.org/wiki/MediaWiki:Sitenotice should work. But the skin had been edited not to show the sitenotice on the main page (this was a choice).
