Remove PageTriage from meta "unavailable extensions" list

Description

On August 1, 2019, GZWDer added PageTriage to [[meta:Limits to configuration changes]] in this diff in the section "Unavailable extensions". That section has since been renamed to "Installation of extensions/skins that are not well maintained". However the effect of it is to advise folks that process Wikimedia-site-requests to never install PageTriage for any wikis.

Once the community is satisfied that PageTriage has enough active maintainers, whether they be volunteers such as myself and MPGuy2824, or the WMF, PageTriage should be removed from this list. We do not want this to block our attempts to make PageTriage wiki-agnostic (T50552), where we will need to install PageTriage on new wikis in order to push development of this forward.

It's frustrating that there's no documentation on why exactly PageTriage is listed here, but I've boldly taken the action of removing it from this list, because:

  • The extension does not have major bugs or issues - if it was not deployed on en.wiki and we wanted to, I don't think we would block it due to "significant unresolved problems or bugs"
  • The extension is now "well maintained" - a WMF Product team is maintaining it more actively than in the past, and we have an active community of volunteer developers, some of whom now have +2 rights.

This does not necessarily mean that the extension is currently ready to deploy on other wikis - I don't have a well-informed view on that right now.
