[DESIGN SPIKE] Generate concepts for demonstrating the importance of references

Description

This task involves the work of generating / sketching design concepts for ways the visual editor may be evolved to set the expectation that any new articles people create, or content they add to an existing article, generally needs to be accompanied by a reference.

While T322815 and this task are similar in so far as they are both intended to explore ways we can cause people to explicitly decide whether they are going to accompany the new content they are adding with a reference(s), this task differs from T322815 in so far as the potential solutions we generate here should not need to depend on being able to detect the specific content people have added within a given edit.
