Change 15 minute warnings to 60 minute warnings

Description

PageTriage has two types of "you're patrolling too soon" warnings:

  • yellow/red highlighting of Special:NewPagesFeed (T318639)
  • a message that displays in the maintenance tag menu and the deletion tag menu (T314627)

In addition, there is currently two tiers of warnings: newer than 15 minutes and newer than 60 minutes.

A recent consensus at [[WT:NPPC]] (link) is to change everything to 60 minutes. So this ticket is to change the code to align with 60 minutes.

We should also be able to simplify the code a bit, eliminating 15/60 and simplifying it down to 60.
