Add monolingual language code "bzs"

Description

Brazilian Sign Language (Libras, bzs, Q3436689) is the first language of deaf communities in Brazil, and Sutton SignWriting is the dominant writing system.

Wikidata already support the sign languages ase, bfi, gsg, and bzs (T286213) in lexemes. There's a bzs test wiki in Incubator.

American Sign Language is probably the only sign language with its own monolingual code (ase) in Wikidata by now.

Hmm...
The commit is already there, but failing on something not directly related to this change.
It can't find the DonationInterface extension.
I can't help with that.
I know a bit on where to add language codes in CLDR, but not about the tests that are done by Jenkins

This was actually the right place to add the names, but bzs should be "Libras", not "Libres".

Your patch is fine, because such translations cannot be made on translatewiki.net.
The failure of quibble-fundraising-cldr-REL1_39-php74-docker/37/console is not critical and I can overwrite is.

As English language name I would suggest "Brazilian Sign Language" per https://en.wikipedia.org/wiki/Brazilian_Sign_Language like "'ase' => 'American Sign Language'," in CldrNamesEn.php. But if native English speaker prefer "Libras" I would be fine with it.

Yes sorry, if we are adding the English name for the language let's go with Brazilian Sign Language
