Add Kurdistan language to the mobile apps

Description

The Kurdistan language translation is very promising on the translate wiki, and there's a suggestion from the translation team in the foundation to add this language to our apps.

@ARamadan-WMF As far as I can tell, both Android and iOS already support this language (ku and ckb). Can you clarify what needs to be done here?

@Dbrant, The point is to use the app. in this language, not just to read articles with it.

I know that it's possible to read articles in the Wikipedias in these languages if you select them in the preferences. It's also possible to submit translations of the apps' user interface into these languages on translatewiki.

But is it possible to use the app in these languages? For example, to see "گەڕان بە ویکیپیدیا" in the search box (it's supposed to mean "Search Wikipedia")?

This actually affects not just Kurdish languages, but any language. As far as I know, the app is shown in the language of the phone. I have a fairly modern phone (Samsung Galaxy S20 with Android 12), and I cannot select ku or ckb as the phone's user interface language in the phone's settings. There are more languages that cannot be selected there.

One solution would be to allow the selection of a custom user interface language in the preferences, which would override the phone's language. A more thorough solution would be to get companies that manufacture Android devices to include all the languages in which there is a Wikipedia, but this is probably more complicated ;)

I see, in that case this is probably a duplicate of T70299, closed in 2015 (!) and still as technically prohibitive as it was then.
