Caught by @Edtadros in QA

Steps to replicate the issue (include links if applicable):

Go to https://en.wikipedia.beta.wmflabs.org/wiki/Polar_bear as anon user
Resize screen to < 720px

What happens?:

Edit icon disappears

What should have happened instead?:

The more menu should display.

Note: This used to be covered by Pixel, but we removed the mobile tests in https://github.com/wikimedia/pixel/commit/4d6fc2f8f84001b808e790ccfdb04b4eea3f3995
