Steps to replicate the issue (include links if applicable):

• Create a Wikimedia Gitlab account
• Change Wikimedia Developer account email
• Try to change Wikimedia Gitlab account/primary email

What happens?:
The Gitlab primary email cannot be changed, instead it say that the email is synced from the Wikimedia Dev account. However, updating the email on the Wikimedia Developer account does not seem to propagate

What should have happened instead?:
There should be some mechanism of updating the primary email, eithier via propagating changes from the Wikimedia developer account, or via allowing users to customize/edit it on Gitlab itself.
