Description

Steps to replicate the issue (include links if applicable):

While logged out and with the Sync Reading List tip on screen
Import a reading list (in this case, from Slack)
Name and save the imported list

What happens?:
If the Sync Reading List tip is present on screen, then it flashes several times (5-6 flashes)

What should have happened instead?:
Tip should not flash

Software version (skip for WMF-hosted wikis like Wikipedia):
2.7.50425-alpha-2022-12-05
