While trying to get the buildservice repo to work for everyone in development, we failed to do the same for repos like buildpack-admission-controller.

• in file https://github.com/toolforge/buildpack-admission-controller/blob/main/deploy/devel/deployment.patch.yaml.tpl, we still have the ip 192.168.49.1 hardcoded. We probably need to change this to a placeholder and substitute it with the right ip in realize_patch.sh file. Without this if we deploy buildpack-admission-controller in dev environment, it blocks the local harbor domain.

• also add minikube-user to to SYSTEMUSERS in the dev deployment. Without this the test build in the buildservice repo won't work.
