Create a page for the admin docs and link it from https://wikitech.wikimedia.org/wiki/Portal:Toolforge/Admin.

The proposed url is https://wikitech.wikimedia.org/wiki/Portal:Toolforge/Admin/Build_Service

It should contain:

Add a section on how to stop the service
Add a section on how to start the service
Add a section that lists components
Add a section on how to check if all the components are alive (tekton, harbor, buildpack-admission-controller)
