I was able to reproduce this in a browser, so this is on the PCS-side:
Steps:
- In local mobileapps, force areTablesInitiallyExpanded settings to true.
- Rebuild the page library and start the service, then fresh reload http://localhost:8888/en.wikipedia.org/v1/page/mobile-html/B._Hick_and_Sons with the window large enough for the first image to initially show.
- Image is blank until user slightly scrolls.
