As preparation for use in {T265845}, the /all endpoint exists but in its current form it's not particularly useful since all it does is return a number of results at a defined offset without any ability to filter or request specific data. Please investigate and decide if:

• we should even keep /all (for now?)
• or what needs to be done to make it functional
