Display the Rating and Support links when Wikipedia Preview is not activated

Description

This ticket T319293 was to display two extra links on Wikipedia Preview.

However, these links are only available when the plugin is activated but does not show when deactivated.

It will be ideal to have these links show up in the deactivated state so that users can access them at any time.

As discussed in the slack thread, this is likely impossible. It can only add the info when the plugin is active.
