On the Dutch wikipedia, where the checkusers are not moderators, there is an issue with blocking IP's for abusers. Since the foundation see the rules more strictly it is not allowed any more to give IP's to a moderator for blocking. A workaround was using the two dutch stewards that are also moderator, but that doesn't scale.
We asked the community for input in an RFC:

There has been no objections to give the checkusers block right so we have declared consensus last Sunday, on which no more objections came either. Can you give the block right to the checkuser group on nl.wikipedia.org?
