Adding international date format and use it as the default setting

Description

When switching skin to vector-2022 on Wikipedia I noticed the ability to set date format preferences:

  • No preference
  • 13:10, December 23, 2022
  • 13:10, 23 December 2022
  • 13:10, 2022 December 23
  • 2022-12-23T13:10:23

I would also like to have an alternative like the ISO ordering (shown on the last line), but in a more readable format, like for example:

  • 2022 December 23, 13:10

In the spirit of being an international encyclopedia, I would also suggest that ISO ordering in a more human readable format should be the default date ordering if no other preference is set by the user. This would be in accordance with RFC 3339 for dates on the internet: "''NOTE: ISO 8601 defines date and time separated by "T". Applications using this syntax may choose, for the sake of readability, to specify a full-date and full-time separated by (say) a space character.''" In my suggestion above, a space and comma was used as a separator, and the month was written out with letters instead of numbers for readability.
