test2wiki selenium tests should not create new SUL accounts

Description

Test2 seems to be running daily Selenium tests now. Some of those create new accounts, and because test2wiki is still mostly a normal production wiki those end up being normal production SUL accounts. This means that they show up in various global tools used by vandalism patrollers and the like, which is not ok.

For now I'm going to block the QTE-SeleniumTest1 account from creating any new accounts, but this is likely going to break the test suite.

We have deleted all the Jenkins jobs running selenium tests on test2wiki. They had outlived their usefulness anyway.
