Yes, this task seems to be a duplicate of T344718: Update requireLogin() for temp users on Newsletter extension. I agree with the comment in T344718#9111599:

Likewise per T330509: [IP Masking] Make Echo Notifications available to temporary users temp users can receive notifications, so they should be allowed to subscribe as well.
