Description

Steps to replicate the issue (include links if applicable):

Go to the enwiki VPT
Resize your window to the point where the page title starts wrapping

What happens?:
The ToC is displayed in the line of the page title, and the page tools are displayed in the line of the tab-bar

What should have happened instead?:
Both the ToC and page tools should be displayed in the same line

Note: Tools menu is also always lower than main menu, even without a wrapping title. Perhaps the fix here is to move both the tools menu and the table of contents up to the main menu start location.

This will be irrelevant after the zebra design, and I believe it will be a bit tricky to fix from the CSS side of things. I'm wondering if its even worth working on considering all that?

I noticed this bug in production again today. I'm guessing zebra isn't deployed yet? Any ETA on deploying zebra?
