Some major renames and refactor happened as part of T326945: Decide on installation details for new ceph cluster. This affected the cloudceph deployments.

Even though the puppet agent runs were NOOP, we should exercise the puppet code with a fresh reimage on at least some nodes (one mon, one osd).
