Steps to replicate the issue (include links if applicable):

1. Set the interface as zh-cn and use the new Vector skin.
2. Ask people to leave comments on your discussion page.
3. Look at the upper right corner of the screen and notice how the text is displayed incorrectly.

What happens?:

"You have new message" is in the wrong place.

What should have happened instead?:

"You have new message" is in the correct place.
