Growth engagement notifications for reactivated editors

Description

Feature summary (what you would like to be able to do and where): Editors often reactivate after long windows of time (attending an event after being gone for a while, suddenly editing because of a breaking news event, etc). We should send an echo notification to these accounts reminding them about the Growth Features.

Use case(s) (list the steps that you performed to discover that problem, and describe the actual underlying problem which you want to solve. Do not describe only a solution):
There should be two scenarios for these notifications:
*Users with Growth Tools already enabled
*Users who created accounts before the Growth Tools existed.

Notification Logic:

  • Anyone under x edits, who has not been active for more than y months
  • Start with x=1,000 & y=6 months
  • TBD: Should we A/B test, then make this community configurable if the test is successful. Or disable if unsuccessful?

Benefits (why should this be implemented?): There is a strong likelihood that the reactivated accounts will be receptive to learning more about editing or finding gaps -- they obviously edited the first time, took a break, and had a reason to be excited for returning. Reminding reactivated participants that they can edit in new ways has a higher likelihood of introducing new ways of contributing and belong.

Thanks @kostajh - agree that this seems like a new type of notification to "re-activate old new editor" which has different criteria to the ones defined by T322435: Leveling Up: "Get started" notification.
@KStoller-WMF - can I confirm this is the case and for a later time (not initial Levelling up MVP)? I think there may be limited impact compared to people who were more recently logged in and edited (given these are Echo notifications after all) with Growth features activated.
And secondly, the second group of users in the task description *Users who created accounts before the Growth Tools existed. I think will require more work since the implication is they would have to be opted into the experiment as part of receiving/opening link from the notification.

@Sadads mentioned this idea to me last week and added the task. I think it potentially fits within the Leveling Up work we are doing, but I agree it would be a follow-up task (not part of the initial MVP).

Let's discuss this more in our team meeting this week, and then decide if we want to spend the time to clarify requirements and consider this part of the post leveling up MVP work we fit in if time allows.

After a Growth team discussion of this task, it was decided that this doesn't quite fit within the scope of Leveling up, which is focused on very new editors.

Perhaps it's something we can consider in the future. I'll move this to the second iteration of Positive Reinforcement so we can consider this again once we have completed the current project and have some initial data on the impact of currently planned notifications on engagement and retention:
